Background of the sector

Over the years, policies and strategies have been designed to carry out peace, democracy and development activities in our region. In order to address the problems of the overall government structure from region to kebele, it is necessary to establish an institutional body to coordinate and oversee capacity building strategies and programs. To determine the powers and duties of the executive and executive organs of the region, Proclamation No. 36/1994 to amend it again Proclamation No. 64/95 Establishment as Capacity Building Coordination Bureau Information Communication Technology as one of 15 capacity building programs Construction has been programmed and implemented.

The sector has been operating at the team level since 1996 and then at the departmental level in 1998 and since July 2000. Subsequently, it was established as the ICT Development Agency under the Capacity Building Bureau pursuant to Proclamation No. 127/2002 to organize executive offices in the region and determine their powers and functions.  Subsequently, in 2008, it was restructured by the Executive Institutions Establishment Regulation No. 136/2,008 as amended by making it accountable to the Regional Public Service and Human Resource Development Bureau.

Finally, in line with the current change in our country, in line with the national direction set for the organization of public service institutions for the convenience of service delivery, Proclamation No. 180/2012 on the re-establishment of the powers and duties of the executive organs of the State Council has been re-established to effectively fulfill the duties and responsibilities of the Science and Information Technology Bureau and to integrate together the responsibilities and functions of the previously Information and Communication Technology Agency and the Science and Technology Development Institute to organize at the bureau level. The Bureau of Science and Information Technology has been dissolved and reorganized into a new Central Ethiopia Region in accordance with Proclamation No. 199/2015 to determine the powers and duties of the executive organs of the Regional Council and work has begun at the Social Cluster Werabe Center.
